A transportation permit shall be issued by the Director of Public Works for vehicular use on any unposted county roads when the load limit exceeds the limits established by the California Vehicle Code or county ordinance unless the issuance of said permit violates a state or federal law which would prohibit the county from exercising jurisdiction therein.
