The slope of permanent fills shall not be steeper than two to one (2:1) horizontal to vertical ratio exclusive of terraces and exclusive of roundings described herein, unless a soils report supports a steeper slope, but shall not exceed one and one-half (1.5:1) horizontal to one vertical ratio unless the fill is reinforced as recommended by the geotechnical engineer. The Planning Director or County Engineer may require that the fill be constructed with an exposed surface flatter than two to one (2:1) horizontal to vertical ratio or may require such other measures as he or she deems necessary for stability and safety.
