SCC 23.24.180 through 23.24.250 provide the sole and exclusive authority for county-initiated merger of contiguous parcels. On and after January 1, 1984, parcels may be merged by initiation of such mergers by the local agencies only in accordance with the authority and procedures prescribed by these sections.
