It is unlawful and punishable as a misdemeanor for any person to solicit orders for the sale of goods or services, whether for immediate sale and delivery or for subsequent sale or delivery, from county employees while they are working, unless such solicitation is for goods or services to be provided to the county and not personally to the employee.
