The Clerk-Recorder of Sierra County shall be the responsible administrator of the application process. Applicant shall file with the Clerk-Recorder an application setting forth the proposed system to be constructed and operated by it. The application shall contain all information requested by the Clerk-Recorder. When all of the necessary information has been submitted, the application shall be referred to the Board of Supervisors for approval. The Clerk-Recorder may require full description of the technical aspects of the system or may obtain consent from the applicant to abide by and conform to the technical specifications and system specifications recommended or required by other federal or state regulatory agencies.
