The granting of a franchise shall not be construed as a waiver of compliance with other legal requirements and in particular of the land use jurisdiction of the county. Applicant shall, under all circumstances, be required to obtain all necessary approvals including, but not limited to, building permits and conditional use permits or other zoning and/or land use elements.
