The facilities of the solid waste program, including the transfer stations and sanitary landfill site are for the use of persons residing in and business located on property within Sierra County, parties contracting with Sierra County for the use of the solid waste program, and specifically authorized personnel subject to the provisions of this chapter and the posted regulations of the Public Works Department not inconsistent herewith.
