All collectors shall keep and maintain such operating records as is prudent in keeping with good business practices. In addition all collectors shall keep and maintain such records as the Solid Waste Administrator may require or as required by a Board-issued permit, license or contract to ascertain the extent of compliance with this chapter and shall, if requested by the Solid Waste Administrator, submit periodic reports of such operation. All such records shall be available to the county during the term of the license and for four years following the termination of any such license for review, copying and audit, by county employees or by its independent agents, during normal business hours.
