Any collector authorized by this chapter to provide solid waste handling services shall collect, haul and dispose of all such solid waste and household hazardous waste in strict compliance with all federal, state, and county health laws, ordinances, rules and regulations, and under the supervision and to the satisfaction of the Solid Waste Administrator and the Board.
