Each collector shall provide sufficient collection equipment in accordance with the terms of the franchise or contract with the county authorizing such collector to provide solid waste handling services. Failure to provide sufficient collection equipment shall provide an express basis for the revocation or termination of any permit, license franchise or contract for solid waste handling services.
