Liquid, toxic or hazardous wastes shall only be disposed of by a duly county-licensed waste disposal service. Any person disposing of any such waste in violation of any provision of this chapter shall be liable to the county and/or to any other person or entity for the cost incurred in the disposal and/or clean up resulting from the illegal disposal of the waste.
