Notwithstanding any other provisions of this chapter, if, in the judgment of the Chief of Animal Control, with the concurrence of the Director of Health, an animal found to be at large is unfit, and of no further use, dangerous, injured, or ill or should be destroyed, the Chief of Animal Control may, at any time, in a humane manner, destroy such animal.
