As a condition to the issuance of any permit for the mining of groundwater, the property owners and applicant (if different from the property owner) shall allow Sierra County officials, employees, contractors and/or agents to enter the property where the well or wells are located and all other places, property, enclosures and structures, for the purposes of making examinations and investigations to determine whether the provision of this chapter and any permit is being complied with.
