The CSA shall have the regulatory responsibility for the protection of the public potable water distribution system from contamination or pollution due to the backflow of contaminants or pollutants through the water service connection. If, in the judgment of the General Manager, an approved backflow prevention assembly is required at the customer’s water service connection for the safety of the water system, the General Manager shall give the customer notice in writing to install an approved backflow prevention assembly at the customer’s property and at the expense of the customer/owner of the parcel. The backflow prevention device shall be certified annually by the CSA and the cost of such certification shall be a responsibility of the property owner.

It is unlawful for any person, firm, or corporation at any time to make or maintain or cause to be made or maintained, temporarily or permanently, for any period of time whatsoever, any cross connection between plumbing pipes and/or water fixtures being served with water by the CSA and any other source of water supply or to maintain any sanitary fixture or other appurtenances of fixtures which, by reason of their construction, may cause or allow backflow of water or other substances into the water supply and/or distribution system of the CSA and/or the service of water pipes or fixtures of any customer of the CSA.
