It is unlawful and punishable as a misdemeanor for any person to appear in any public place or in any place open to public view or in any place where there are present other persons to be offended or annoyed thereby, unclothed or in such attire, costume or clothing as to expose to view the female breast or any part of the male or female pubic or anal region or genitals.
