No person shall do or permit to be done any grading, including cuts, fills or ground disturbances in any manner whatsoever, including the uprooting, tilling under or covering over of vegetation, except as specifically authorized and provided for in a permit issued by the Sierra County Department of Planning and Building, or unless the activity is specifically exempt from this requirement pursuant to SCC 12.08.070.
