The provisions of SMARA, Cal. Pub. Res. Code § 2207, California Code of Regulations implementing the Act (California Code of Regulations Title 14, §§ 3500 et seq.), and California Code of Regulations Title 14, §§ 3700 et seq. (“Reclamation Standards”), hereinafter also referred to as “state regulations,” as those provisions may be amended from time to time, are incorporated into this title by reference with the same force and effect as if the provisions therein were fully set forth herein, excepting that when the provisions of this title are more restrictive than correlative state provisions, this title shall prevail.
