Upon application to the Clerk-Recorder of Sierra County, and payment of the appropriate fees, any person, corporation, partnership or joint venture may operate a cable television system for a period of 15 years from the date a franchise is issued in the unincorporated area of Sierra County. The right to operate a cable television system shall be evidenced by a resolution granting a nonexclusive franchise in accordance with the provisions of this chapter.
