Any trucks used for the collection or transportation of solid waste shall be leakproof and equipped with a close-fitting cover or other mechanism which shall be affixed in a manner that will prevent spilling, dropping, or blowing of any solid waste upon the public right-of-way during collection or transportation. Any such trucks shall comply with the regulations as set forth in the California Vehicle Code and this chapter.
